Las Vegas Nevada recently issued the following announcement.

Agenda Item 10 – Homeless Census and Evaluation: City Council approved an agreement with the cities of North Las Vegas, Henderson and Boulder City as well as Clark County to provide a total of $22,849.00 in shared funding for the federally mandated Homeless Census and Evaluation. These funds are used to contract with Bit Focus, an independent company that analyzes the data collected from the January Point in Time (PIT) Count and the Southern Nevada Homeless Survey and provides a comprehensive report on the findings. This report is submitted to HUD Washington DC and becomes a critical component when determining how competitive Southern Nevada is nationally to receive federal funding for homeless programs, services, and housing. All local jurisdictions contribute on a population-based formula. The city’s proportionate share is $6,854.70.

Agenda Item 11 – Homeless Management Information System (HMIS): City Council approved an agreement with the cities of North Las Vegas, Henderson and Boulder City as well as Clark County to provide $219,948.75 in shared funding for the federally mandated HMIS, which provides system access and support to over 50 homeless service providers to operate an online informational sharing system that tracks individuals and families accessing homeless services in Southern Nevada. The system is used to increase communication between agencies; track resources for greater services; as well as provide data for reporting and strategic planning efforts. The city’s Office of Community Services, Fire & Rescue, Detention and Enforcement and Municipal Court are all users of the HMIS system. All local jurisdictions contribute on a population-based formula. The city’s proportionate share is $65,984.62.

Agenda Item 12 – Inclement Weather Shelter: City Council approved an agreement with the cities of North Las Vegas, Henderson and Boulder City as well as Clark County to provide $596,759.00 in shared funding to support year-round emergency shelter operations in Southern Nevada. All local jurisdictions contribute on a population-based formula. The city’s proportionate share is $179,027.70. These funds support the following agencies: Catholic Charities of Southern Nevada, Las Vegas Rescue Mission, Well Care and Hope Link of Southern Nevada.

Agenda Item 13 – Supplier/Workforce/General Contractor Diversity (related to RDA Item 4): City Council approved a contract with M.Y.S. LLC to provide advisory services to assist the city and Redevelopment Agency with supplier and workforce diversity and general contractor diversity including subcontractor participation from minority owned, women owned and veteran owned firms. Services will also be offered to the developers who must adhere to the RDA and City Employment Plans to hire RDA residents.

Agenda Item 14 – Non-Emergency Ambulance Services Contract: On February 7, 2018 the city and Community Ambulance entered into a five (5) year Franchise Agreement for the Provision of Non-Emergency Ambulance Service within the city. City Council approved a contract amendment with RBR Management, LLC d/b/a Community Ambulance, to reflect technical revisions to certain terms for consistency with the 2020 amendment to Las Vegas Municipal Code Chapter 6.08 (Ord. No. 6762 12-16-2020) and the other ambulance service franchise agreements.

Agenda Item 24 – Rampart Boulevard, Charleston Boulevard to Vegas Drive Project: City Council approved a contract with the Regional Transportation Commission of Southern Nevada (RTC) to complete engineering design for the Rampart Boulevard, Charleston Boulevard to Vegas Drive project. The work shall include rehabilitating the roadway, signing and striping, intersection improvements, sidewalk enhancement, Intelligent Transportation System improvements, upgraded street lighting, traffic signal modifications, pedestrian and bicycle safety upgrades, Americans with Disabilities Act upgrades and any other appurtenances necessary to complete the project. A preliminary 30 percent design was previously funded by the city. Total funding for the project from the Highway Improvement Acquisition Fund shall not exceed $900,000. The RTC approved this contract at their March 10, 2022, board meeting.

Agenda Item 25 – Downtown Pedestrian Upgrades: City Council approved a contract with the Regional Transportation Commission of Southern Nevada (RTC) to commence construction of the Pedestrian Upgrades City of Las Vegas Area 2B - Phase II Project located within the limits of Charleston Boulevard, Bruce Street, Eastern Avenue and Stewart Avenue. The project includes upgrades for Lewis Avenue, Sunrise Avenue, Stewart Avenue, Cervantes Street and 18th Street within those limits. The upgrades include constructing curb, gutter, sidewalks, pavement patching, Americans with Disabilities Act ramps, residential driveways and any other appurtenances necessary to complete the project. Total funding for the project from Highway Improvement Acquisition Fund shall not exceed $2,150,000. The RTC approved this contract at their March 10, 2022, board meeting.

Agenda Item 28 – CLV Strong Start Academy Elementary Schools: City Council approved a resolution authorizing the grant of up to six million dollars and amending the previously approved Grant Agreement accordingly to CLV Strong Start Academy Elementary Schools, Inc. CLV Strong Start Academy Elementary Schools, Inc., (“CLVSSAES”), is a Nevada non-profit corporation established for educational purposes, specifically including the development, management, operation, direction, and promotion of a charter elementary school located in the city of Las Vegas. CLVSSAES was granted a charter by the Nevada State Public Charter School Authority for the operation of the charter elementary school. For the use and benefit of CLVSSAES and its charter elementary school, this Resolution authorizes the grant of up to six million. The City Manager and the Director of YDSI are authorized to approve lump sum requests of the grant funds for use by CLVSSAES; the Director of YDSI is required to provide internal briefings to members of council every four months on the use of the grant funds; and, finally, the Resolution authorizes the Mayor to execute Amendment No. 1 to Grant Agreement between the city of Las Vegas and CLVSSAES to provide for the funds and any conditions and limitations.

Agenda Item 29 – The Boring Company Monorail: City Council approved a resolution setting a public hearing for June 1, 2022 on the advisability of entering into a Monorail Agreement to grant TBC - The Boring Company the right to install and operate the Vegas Loop in the city.

The Boring Company, a Delaware corporation, is engaged in the business of installing and operating a monorail for public transportation in Clark County (the “Vegas Loop”), Nevada pursuant to a Franchise Agreement between Clark County and The Boring Company. The plans for the monorail authorized by the County Franchise will take the Monorail near or to the jurisdictional boundary between the City and Clark County.

The Boring Company and the city desire to enter into an agreement by which the Vegas Loop that is operated pursuant to the county will be extended north of Sahara Avenue into the city. Pursuant to NRS Chapter 705, the city is authorized to enter into an agreement for the installation and operation of a monorail within the city, and the city must provide notice and a public hearing regarding the proposed agreement in the same manner as for the ordinance proposed to be adopted by the city under circumstances other than in an emergency. The city’s ordinance adoption process requires that the City Clerk publish notice of deposit of a proposed ordinance in the City Clerk’s Office for public examination and distribution upon request a minimum of ten days prior to its adoption by the City Council. The city routinely holds public hearings regarding the adoption of ordinances, and consistent with that process, the City Council will hold a public hearing prior to entering into an agreement permitting the installation and operation of a monorail within the City.

The purpose, character, terms, time, and conditions that the City proposes to require in response to The Boring Company’s request to install and operate a monorail within the city for a fifty (50) year term are fully set forth in the proposed Monorail Agreement on file in the Office of the City Clerk of the city of Las Vegas, Nevada. The proposed Monorail Agreement is available for inspection by members of the public. This Resolution directs that the City Clerk provide the public notice and schedule the public hearing as required.

Agenda Item 30 – School Supplies for Parking Tickets: City Council approved a temporary program by which fines for qualifying parking infractions may be paid by means of the donation of school supplies in lieu of the payment of money.

 Any driver issued a non-public safety parking ticket in the city of Las Vegas from May 23 to June 23, 2022, may choose to resolve the ticket by providing school supplies of equal or greater value than the ticket fine. Public safety and handicap-related parking tickets are EXCLUDED from this program.

Any supplies taken in by the city through the program will be donated to the Public Education Foundation’s Teacher EXCHANGE. The Public Education Foundation partners with the Clark County School District to help guide effective investments in education to meet the immediate, critical needs of students, families and educators. The Las Vegas City Council passed the item on today’s meeting agenda authorizing the program, pursuant to Las Vegas Municipal Code 11.10.150.

Agenda Item 37 – Las Vegas Fire and Rescue Specialized Units: This bill was adopted and amends LVMC Chapter 2.20 to authorize the Department of Fire and Rescue to enter into agreements with owners or operators of various types of public and private facilities by which the Department’s public safety bomb squad or other specialized units will provide inspection, security and related services for specified events or types of events. It will also authorize the Department to establish and charge fees in connection with providing such services. This authorization will allow the department to recoup some of its costs in providing those services.

Agenda Item 60 – Mesquitewood: City Council approved a request to designate the property known as Mesquitewood, LLC as a Historic Site on the city of Las Vegas Historic Property Register as approved by the Historic Preservation Commission. The Mesquitewood, located at 418 W. Mesquite Ave., has been determined eligible for listing on the city of Las Vegas Historic Property Register as a Historic Building by the Historic Preservation Commission. The building meets the following requirements for Historic Building designation.
